On September 8, 2024, at approximately 10:21 hours, I was on scene assisting with a traffic-related incident involving a black sports vehicle stopped in the rightmost lane with the driver's side door open. Upon clearing my police motorcycle, I observed Ofc. D. Wells #4412 issuing verbal commands to an unidentified male wearing a white t-shirt and blue jeans. The subject had his hands raised and was walking backward on the adjacent sidewalk while verbally questioning the commands. I approached and advised the subject: "He's giving you a lawful command, you need to step back." Subject continued to walk backward, stating "...for what though?" I proceeded toward the subject and Ofc. Wells to assist with further investigation and scene control.
